The Ministry of Industry and Information Technology stated at a press conference on April 26 that since the release and implementation of "Made in China 2025", under the coordination and promotion of the National Manufacturing Power Construction Leading Group, efforts have been made to improve the top-level design and give full play to the main role of enterprises and the leading role of major projects. This work has achieved phased progress, which has played an important role in stabilizing industrial growth and accelerating the transformation and upgrading of the manufacturing industry.


First, the "five major projects" of national manufacturing innovation center construction, intelligent manufacturing, strong industrial base, green manufacturing, and high-end equipment innovation have been solidly promoted, including 226 comprehensive standardized test verifications for intelligent manufacturing, and the construction of the first batch of 19 industrial technology-based public services platform etc.


Second, major landmark projects have achieved phased results. Among the 15 major landmark projects in 2016, 7 were fully implemented, 4 were basically implemented, and the rest were in progress.


Third, the integration effect of manufacturing and the Internet is obvious. 47% of large enterprises have built an operational collaborative innovation platform. The average operating cost of enterprises implementing the two-informatization integration management system has dropped by 8.8%, and the operating profit has increased by 6.9% on average.


Fourth, the basic work of increasing varieties, improving quality and creating brands in the consumer goods industry has been carried out in an orderly manner. In 2016, 23 laboratories for quality control and technical evaluation of industrial products were newly approved, and 669 mandatory standards and plans were integrated and simplified, laying a good foundation for "improving quality" of consumer products.


In 2017, we will focus on promoting the following aspects:


First, intensify the implementation of the "five major projects", actively promote the construction of innovation centers, accelerate the cultivation of new models of intelligent manufacturing, continue to organize the implementation of "package" breakthrough actions and "one-stop" application plans, accelerate the promotion of green transformation of traditional manufacturing, research and development A collection of key systems and core components.


The second is to expand the coverage of pilot demonstration cities (clusters). This year, 20-30 cities (clusters) will be selected to continue to carry out the "Made in China 2025" pilot and demonstration creation, guide the pilot demonstration cities (clusters), and take the lead in implementing the five new development concepts. Establish an evaluation system to promote dislocation development.


The third is to speed up the construction of major landmark projects. Accelerate the implementation of major landmark projects in 2016, continue to select projects in 2017, and concentrate on key problems.


The fourth is to implement a new round of major technological transformation and upgrading projects. Focus on supporting 10 major projects such as intelligent transformation of enterprises and improvement of basic capabilities, and strengthen information sharing and industry-finance integration.


Fifth, promote the integrated development of manufacturing and the Internet. Continue to carry out "Internet +" manufacturing pilot demonstrations, accelerate the transformation and upgrading of industrial Internet infrastructure, build a security guarantee system, and support the promotion and application of industrial Internet.


Sixth, optimize the development environment of the manufacturing industry. Deepen the reform of delegating power, regulating services, implementing more precise industrial policies, and strengthening the linkage between industrial policies and fiscal, tax, financial, trade and other policies. Increase support for small and medium-sized enterprises, promote the implementation of policies and measures such as tax incentives, support the innovation of financing models for small and micro enterprises, and effectively reduce enterprise costs.
