All levels and departments should take major provincial projects as major strategies to promote, implement major tasks, An important carrier and starting point for the implementation of major plans, focusing on the "top ten" modern advantageous industrial clusters, continuing to do a good job in the "six stability" and "six guarantees", promoting the implementation of the "ten actions" to achieve results, and focusing on promoting the steady growth of investment expansion and demand.

2. Improve the promotion mechanism

All levels and departments should closely coordinate and cooperate, increase project service support, and form a joint force for the promotion of major provincial projects. It is necessary to improve the "elements follow the project" mechanism, strengthen the guarantee of element resources and policy support, accelerate the implementation of preliminary work such as planning, land, environmental impact assessment, and energy assessment, promote the project to start construction in compliance with laws and regulations, and form a physical workload as soon as possible.

3. Strengthen project supervision

Resolutely implement the ecological protection red line, the bottom line of environmental quality, the upper limit of resource utilization and the "three lines and one order" management and control requirements of the ecological environment access list, make intensive and economical use of land resources, strictly control energy consumption and coal consumption, and implement the requirements of "four waters and four determinations". Firmly adhere to the safety and quality threshold, strengthen the whole-process safety and quality management, and create safety projects and high-quality projects.

Fourth, strengthen follow-up implementation

Strengthen project ledger management, implement list-based management and engineering promotion, adhere to monthly scheduling, monthly reporting, and monthly notification, and actively solve difficult problems encountered in project construction. Increase supervision and promotion, and adopt methods such as notification and interview to promote the start of construction and promotion. Strengthen the tracking of results, implement dynamic management, dynamically adjust and optimize the project library in the middle of the year, and promote project construction in an efficient and orderly manner.
